In Ontario, Canada, Yes. Begining this year, you need a "M1" or "M2" licence to drive a moped.

And your moped need a vehicle licence plate and proper insurance coverage before you can operate it on public roads.

To drive a moped on the streets you DO need to have a driver's license. You do not need a motorcycle license unless the engine is over a certain size (varies by state - often either 50cc or 125cc).

If you aren't on the streets you can drive pretty much whatever you want.

Over here in iowa, you need to have taken a moped safety course, gotten the affidavit, and taken it with you to get your learners permit. Then you can get a learners permit, with a notation saying you are allowed to drive your moped. This is of course if you are under 18. If you're older, you can drive it anywhere without one (permit or license). This may apply to all states, but I'm not sure.

If you are in the UK, yes.

I believe that in certain mainland European countries it is not required for some classes of moped.
