Put the pointer near the buttons on internet explorer and right click, your toolbars should appear in a popup menu. you can enable or disable them from there.

Do you know the homepage button? Right click on it and it will have a list of things you can turn on and turn off. Just find "Yahoo Toolbar" on the list and click on it.Then your toolbar will appear. Do the same thing to turn it off.

If that other hint doesn't panout, try going to your menu;
View
Toolbars
Standard buttons
(anything else that you want needs to be checked)
