Given the same problem, the scientist will try to find the mathematical reasoning for the problem and once reduced it to an equation, solve it, and ask someone to apply it. The engineer will make some machine to solve the issue.

All engineers are scientists. Engineering is a scientific discipline. If you define scientist more narrowly (by choosing another discipline: physicist, chemist, botanist, scatologist) then you can begin to make comparisons.
As it is, you are merely comparing a discipline with its larger field.
