Norton itself has an option for user controls. Open up the Norton settings and you should be able to find where you set which users have access. You just set her access so that she can't change any settings. While you're at it, you might want to set parental controls on her account.

For other programs, it's usually an install-time decision about whether you want them to be visible to all users or just the current user. You can change what's on the Start menu by moving things from "All users" to just your own user.

Just go to Control Panel, User Accounts, and set up a new account. Then, you can select the options that you want on her account. If she needs anything that's on your account but not on hers, log into your account and transfer it to hers. Also, put a password onto your user.
