On the back of priority envelopes, it says, "any postage applied to the envelope must be canceled by a usps employee". What does this mean? Thanks

The problem is that under new FAA rules mail over a certain weight is considered to be "target" mail and cannot be delivered unless it has been given an official cancellation at the Post Office. If there is any question about where a piece of target mail has been it receives a green return sticker and it boomerangs back to you.

It has to be hand stamped by and employee at the USPS clerk window where you by your stamps if its not hand stamped it could come back to you. Also there isn't no machine to cancel the stamp and also it show where it is coming from also, hope this helps

Ya know how when you send a letter you put a nice, clean stamp on it? And then when it arrives at it's destination it has been stamped over it, usually with black ink & it says the date & city, etc. That's what they mean by cancelling the stamp. Otherwise you could just take them off & keep using them without ever buying more stamps. lol.
