Honestly you need to explain what you are asking. I can think of at least 5 different situtations. Exactly what sort of fish are they? Where did you get them?
By tiny fish do you mean fry (baby fish)? Most fry are so small they often need specialized food like microworms, or some the of specialized food for fry. The offspring of live bearers like guppy generally can eat crushed flakes. Wild caught fish often will refuse to take flakes, or anything other than live food.
PS- Frozen, or live food is generally a bad idea as it can spread disease. Freeze dried

We used to have 5 aquaria. We fed our fish (various types) live worms (from the pet shop, not the bait shop). And since this was in the days before Advantage flea treatments, when I combed fleas out of our collies' coats I would feed them to the fish. Those fish loved them!
