because the year isnt exactly 365 days long.. its 365 and one quarter days.. so every four years that adds up to one extra day a year that we didnt account for.. hence them adding a day...
as for why its in february, i have no clue

It takes the earth 365 and 1/4 days to revolve around the sun. That extra 1/4 adds up to another full day after 4 years, so they add it to Feburary.

Earth takes 365 1/4days for one revolution the 1/4 part of day is 6 hours in one year, after 4 years it becomes 1 day so it is added in the leap year.

Its because the earth doesn't orbit the sun exactly every 365 days, its a little off. So every four years we add a day, so we are still at the right time in space so to speak.
