There's no such thing as the best novelist of all time in the general way you meant by your question. It all depends on one's point of view and taste. See? Each person who answered your question said a name. If you ask for my opinion, I'll say another. You'll never have a solid answer. Even if you asked your Literature teacher he/she would mention not one but many writers that left their mark as novelists. It's hard to pick one.
Oh, and I'm sure you meant 'who is' when you wrote 'whose'.

Charles Dickens - consistent brilliance - superb characters that fairly leap off the page, genius plots and story lines with interwoven histories and themes.
H G Wells - close second
For a post modernist, I am very partial to Stephen King

Kurt Vonnegut Jr.
Timequake by Kurt Vonnegut. Or any book by Vonnegut for that matter (some may not fall into your timeline however). He writes what I consider satire - with a slant you will fin NO WHERE ELSE. If you have never read any of his books you have to give him a try!
