The easy way: Move the decimal right two spaces.

.08 = 8%

The other way: multiply your decimal by 100 and add a percent sign.
.15 x 100 = 15

You must move the decimal two spaces to the RIGHT.
An example is: 0.32
Move the decimal to the RIGHT, drop the decimal and put in %

It will then look like this: 32%
