Are you good at crafts? Can you make necklaces or scarves?
You could start your own business. Sell the necklaces and scarves at local craft shows. You may need your parents' help in paying the booth fees and manning your booth. Or, you could sell them to friends at school if you are allowed. If you know how, you may be able to sell them on Ebay!
Other suggestions would be to rake leaves for neighbors and bag up the leaves. If you can, you can offer to walk dogs.
Ask Mom or Dad if you could do extra jobs around the house for a little bit of money. If you have aunts, uncles or grandparents, maybe they need some help?
It's hard when you are still young and can't work regular jobs until you're 16. I babysat mostly - during my teens. I earned only 50 cents an hour! (that was in the 60s and 70s)
Good luck.
