If you already have that game i.e. if you have zelda for GBA and you download it as a rom or emulator thingy is it illegal? Also do they have any viruses?

emulators are perfectly legal. they are a program that runs things. nothing wrong there.

it's the roms (games) that you cannot have, unless you own them. everyone _has_ them, but you really aren't supposed to have a rom unless you have the game.

why, gentle reader, would you want to have a rom if you already own the game, you ask?

well, for one thing, you can generally move much faster in a rom, as well as taking off layers from the fore/back ground, to make it easier to see sometimes.

as for viruses, you never know, in this day and age, who has planted viruses in what. that's why you should always have a virus scanner on, and have it up to date at all times.

Emulators are totally legal as long as you get rid of the rom within 24 or claim it as your own. I have several emulators and roms that I have. Don't worry about it

Yes, the emulators are legal. However, unless you own the game, the roms are not legal.
