that a person can do what ever he or she wants to because there is some exact idea in his or her head that he believes its right or for the good of the majority ?
for example would it be okay for a person to steal if he is going to give it to the poor ( Robin Hood style :) ) ?

but think about some thing before you answer we are have justifications but who is the judge for its worth ???????

Rarely.

There are very few situations where noble ends justify criminal means. And those criminal means are never justified if there are equally effective legal methods that could be used.

Who determines what is justified? Well, in a legal context it's determined by the legislators and the courts. Anywhere else, people are free to form whatever opinions they wish about it.

Rarely do the ends justify the means. The desired result may be good and noble but if you have had to resort to illegal acts then even though you may have brought about a desired result, you can never be completely trusted again. As you point out, all of us can rasionalize things and judge them as worth while but that does not make them right. If we all did this we could find ourselves at odds very quicly with everyone around us. This is the reason for laws and enforcing laws. We all agree to them and have a means to change them if they are incorrect or unjust.

Not very often.

Consider this. Is it worth killing 100,000+ innocent people and bankrupting our national treasury to get one bad guy and a few of his thugs? That is akin to blowing up your house because you have mice. Yes, it solves your problem, but now you have bigger problems.

The ends rarely justify the means. Especially the means this administration is using...

i also don't think that stealing from the poor to give to the rich should be tolerated either but that would not settle with the status quo

situations idiffer but for the majority of the time, no. lots of different situations could benefit from this mentaility but someone always gets hurt killed or gets the short end of the stick.
