Legally this is a gray area. You would be known as a leech and this may inconvenience your neighbor. At worst though, you could be arrested and charged with theft of services. The neighbor may also be limited contractually by his/her ISP to not allow other people to use their bandwidth.
If the network is encrypted, don't even try to break it. This would be illegal, and you could (and probably would) be charged.

yea...i live in an apartment building and one of my neighbors gets wireless so i connect to theirs. as long as your computer is capable of wireless connect and it can recieve the signal then you can... i don't think it's legal but hey, it's not your fault you can recieve their signal!
oh yea...they might have a lock on their signal so that only they can use it, but if they dont have a lock on it then you can connect.
