In Windows Millennium Edition there is no need to install drivers for thumb drives though I have not seen it on Windows 98 SE. I think it will be similar in case of 98 SE. The two OS's are similar to some extent. If you can't make the system recognise the drive then install the drivers from the CD given with the drive or download it from the manufacturer's website.

On some older systems like Windows 98, you might to install a driver. Go to the manufacturer's website, and see if you can find a driver for it.

You need a driver to make USB storage devices work in Windows 98. Any driver for a USB storage device - thumb drive, hard drive, whatever - should work.
