The most famous examples are Switzerland and Spain, although Spain did send an infantry division to help on the Eastern Front (the Azul division). Some other countries include Portugal, Sweden, and Ireland. Of course, there were many small countries that did not declare war. Spain was officially neutral as well, but sympathized with its fellow fascist states Germany and Italy.
