The most famous examples are Switzerland and Spain, although Spain did send an infantry division to help on the Eastern Front (the Azul division). Some other countries include Portugal, Sweden, and Ireland. Of course, there were many small countries that did not declare war. On Wikipedia, you can find a list of all the Allied states and all the Axis states.

In Europe the most important ones were Portugal, Sweden and Switzerland.
Spain was officially neutral as well, but sympathized with its fellow fascist states Germany and Italy.
