ok when i put it in 3rd gear going 30mph it is reved up high; but when i put it in 4th gear at 30mph is humming low ... they both arent good but i don't want to exceed the speed limit; so is it better for the engine to rev high or low??

This depends on what your definition of high or low revs would be. It is generally not good to run an engine for extended periods near the redline, but it is also not good to lug an engine by running it at too low of RPM. Engines with more torque such as V8 engines don't usually mind the lower RPM range but small 4 cylinder engines won't perform well there and you may damage the engine. If you have a smaller engine and you are driving in traffic you will likely have more usable power in the upper RPM range.
Running too low of an RPM actually makes the engine work harder which drives the engine temperature up and can cause pinging (aka detonation). On my cars I'd run slightly higher revs _anytime_ verses lugging the engine.

You would want to keep the rpm's low.
This extends the life of the engine & uses less fuel.
THere is only a very slight,slim, nearly non-existant chance that you'll "blow up your transmission".
If you are going up a hill, or need more power, downshift to 3rd.
If you are going a constant speed & not under a heavy load, use 4th.

High to the red line on the tach. Lugging the motor (low RPM) will cause premature wear

always better for an engine to rev low or keep it between 4000-5000 rpm. juss so you dont blow you tranny and/or motor up

It actually depends on the r.p.ms the engine is turning.

its better for it to rev lower and it is better for fuel consumption
