I am in tucson az, i have one ocotillo that was green, but the leaves are now falling off.

Leaf drop is normal on an ocotillo during a dry spell. You can give supplemental water, just not too much. Once a week in summer should be enough if you want it to keep it's leaves. No more than once a month in winter.

Are you in a drought? If so, then the leaves will start dropping off.
