The planes speed with respect to the wind is 200 km/h. The wind's speed with respect to the ground is 100 km/h but in a different direction. You need to find the plane's speed with respect to the ground - the only thing in this problem that isn't moving.

It simply means the speed and direction the plane is traveling over the ground. The northeast wind is also "with respect to the ground" even though it isn't mentioned.
The vector equation in use here is GS = AS + WS.
In your case, the NE wind vector is actually pointed SW and its tail is placed on the head of the 200 mph AS vector. The GS vector is then drawn from the tail of the AS vector to the head of the WS vector. The GS will come out less than 200 and leaning west of the northerly heading

Look at how intellectualized the arguments for the existence of God intrudes into the well established tenets of Micro biology, with its Creationism and ID, if it was a matter of simple faith then ok, but aspects of it seek to extend well and truly into a formalized epistemological system. Nietzsche was dead in 1900 long before any such thing as Nazis.

Airspeed is the velocity of a vehicle through the atmosphere. Groundspeed is the velocity of a vehicle measured with respect to the ground.

The plane moves at a certain speed with respect to the air. And if the air is moving at some speed with respect to the ground, then the speed of the plane with respect to the ground is V_{plane/ground} = V_{plane/air} + V_{air/ground}.
If the air moves in the same direction as the plane, the two speeds add; if the air moves against the plane, the speeds subtract.

'with respect to the ground' is the phrase you want defined. compared to the ground means the same thing. Velocity is measured from some reference point. In this case the ground is the reference point.
