How do you edit .data files?

Is there a program I can use to edit .data files?

It was a C++ Game I just need a website where I can download a program that compiles or something like that

Not all *.DAT files are coded in the same format... you have to know what program uses it (like a game), then search the Web for some sort of Editor specifically for that program

I've never heard of .data files, but I've heard of .dat files. I believe there is a way to read the info on a .dat file, but I'm not sure. Hopefully someone on here can answer.
