There are many ways or websites to use for decorating your myspace page...I use myspacepimper.com or you can use mywebsitelayouts.com or just search people pages and look for there links to it. It usually will say something like "This page was..." If you need help with anything else on myspace let me know!!!
For the second part of your question a HTML stand for Hypertext Markup Language and is the computer language used to design web pages.

uhm html's are the codes u put in ur "about me" section that contain ur layout info so u have one. u can get a layout by searching for"layouts" or at mspremade.com
