Below Grade - Yes. Plus you still need a good foundation coating over the parge coat. Parge coat is only a water resistance coating not a waterproofing coating. Don't forget your footer drain tile around your fireplace as well. Above grade - Not really necessary. Actually make sure you have a cap on the chimney to prevent water from entering from above. There are times I put a sealant on the brick and recommend to have it done once a year. Like Thompsons water seal. This is above grade not below. Email me if I can offer any further assistance.

Never heard of "Parged." What is that?
