no, they don't. it is made out of air foil, and that helps the kite stay balanced in the sky when it is windy. the tail also keeps its position. there has 2 be a person flying it. the person needs 2 have the kite high enough in the sky, and keep the kite @ the wind's pace.

You know what kites do. Now it depends on your preferred definition of flying:
Motion through the air: yes
Self-propelled motion through the air: no
Gliding (motion through the air from one place to another): not really
Coasting like an arrow: no
etcetera.

No, they are merely supported by the air moving around them as long as its fairly windy and you don't let go of the string.
