The arrow is in the direction of the airflow, and usually goes on the return air, so it is in the direction of both the ductwork and the blower. Go ahead and turn the blower on for a minute and feel with your hand for the airflow if you are ini doubt.

They should be on the air return side (sucking) pointing toward the blower to filter the air before it gets to the blower.
