No such generator exists. Nothing is 100% efficient. In the case of a generator, friction will cause some energy to be lost in the form of heat. There will also be other losses.

Even if these obsticles could be overcome, a generator that powers itself would not be of any practical use, as all of the generator's output would be required to power the generator. You can't get more out of it than is put into it.

No -- one of the few absolutes in science are the laws of thermodynamics (there are four of them; the first is called the zeroeth law). Together they prove that no perpetual motion machine of any kind is possible. Any machine, regardless of design, will always give off waste energy in the form of heat. This waste energy cannot be used to do any sort of work.
