No not necessarily. But is is an absolute pre-requisite for a neo-con. Or is it neo-facist? the two are interchangable terms.
examples:
There are weapons of mass destuction
The insurgency is in its last throes
Mission accomplished.
There will be no surveylance without court approval.
There is no torture.
We are not kidnapping suspects.
We are not sending suspects to be tortured overseas.
The economy is good
(well except for the debt to China, and the highest national debt and federal deficit in history)
We did not reveal a CIA operative and shut down an effective anti terror operation when we did.
I could go on and on and on and on ....
If you are not OUTRAGED by the lies and deceit and secrecy of the neo-cons/neo-facists, you are not paying attention
