I have tried to start it, and I can get it to start, but only by taking off the air filter, and manually limiting the amout of air going into the carb. When I restrict the amount of air going into the carb I can get it to run, but not smoothly. I made a restrictor plate for it out of plastic, and that got it to run, but it doesn't have enough power to cut grass, even thin grass. I had the carb looked at, and I was told that the carb was really clean inside, and didn't need rebuilding or cleaning.

Maybe the jets are plugged.Carbs will look fine even if the jets are plugged. Find a small engine dealer with a used carb and buy one and try it to see if that helps.

Just glancing at the carb tells you squat, you have a clog in it..... take it off and blow every and all holes out a few times with carb cleaner (compressed air as well if you have it)

sounds fuel related to me, are you sure the carb is clean & all the jets. bad o-ring at carb or intake pipe. do you have a good supply of fuel out of the tank.

take the carborator off the engine . you will find 2 O rings replace them and it will run like new.
