Conformity versus diversity.

A "civil society" is one in which there is (more or less) harmony and tranquility among the members. There are two ways to achieve this, however.

The first involves conformity with a fixed set of morals and ideals, which is directly opposed to the concept of free personal expression.

The second involves tolerance for differences and acceptance of diversity, which promotes and encourages free personal expression.

Lots... In the extreme it is the "war" between anarchy and totalitarian. Some kind of "middle ground' is usually best. It depends upon how much control you are willing to put up with to have your "civil society"
