LenDale White is the better pick. The Titans will be in full rebuilding mode by midseason, and will turn the load over to their running back of the future, LenDale White.
Panthers have veteran options at RB, and will let DeAngelo split carries, but barring injury to FOster, he won't be a viable fantasy starter this year.

Deangelo Williams. Foster gets injured often.

I have to go with Williams - only due to the likliehood of Foster getting injured. I think he has brittle-bone disease or something. Carolina should be a powerhouse in the NFC this year, where Tennessee is clearly rebuilding. So, for the immediate future, I go with Williams.
