If it was a US plot, then the people who conspired to commit it would be brought up on charges. Those charges would likely include murder, conspiracy to commit murder, and treason.
You have not specified *whom* you want to play the planner in this hypothetical situation. If it was government officials currently in power, then the Republican party would have a major crisis on their hands. It may spur the formation of a new moderate party (which I am all for) not so bent on hate at all costs.
In all irony, if it was the gov't resopnsible, I'd hope that they'd be tried in Texas and would be rather expiditiously executed for their crimes against the US and crimes against humanity. It would take a polar opposite of those convicted to gain faith in the rest of the country, and the rest of the world.
Some citizens of the US may even consider that a civil war. Would the Brooklyn Green Berets invade Houston? Maybe! Other nations that hate us (or want to conquer us) may see this as an opportunity to strike. With all our resources in Iraq, the government in shambles, the public divided, if China decides to invade, who's to stop them?
If it was somebody like Ted Turner or Bill Gates (two people who would simply have the capital to do it, not that they would) then the stock market would go into disarray, any companies they are linked to would probably crash, and hundreds of thousands of people would lose their jobs. Not just from their companies, but if Microsoft shuts down, then contract companies who make their parts shut down. Truck drivers based near their warehouse would no longer have work. Warehouses that store their components would have no tenants. Computer stores would probably feel the strain as well. If cost of computers rises from it, this may make less people buy them, meaning the possibility of less income, meaning lay-offs at your local Best Buy.
I have no problem with hypothetical questions. They are invaluable for keeping a mind sharp and being prepared. Not being able to play in hypothetical games shows a lack of creativity and a lack of linear thinking. And, is a dangerous, dangerous thing. It's not what you are talking about, it's having the ability to follow a line of reasoning. Those who say it's a waste of time to discuss somethng that would never happen or isn't true - if someone asked you 10 years ago what would happen if 2 jumbo jets flew into the twin towers, would you have scoffed? Said it's not worth your time becaue it will never happen?

It would result in a full civil war between those who believe the evidence against the government and those who blindly believe that our government is above such an act.
Unfortunately with the undermining of the second amendment, those against the government would not stand much of a chance since we are not allowed to bear arms as our founding fathers intended. According to the writings of Thomas Jefferson, the only reason that the second amendment exists is to insure that the people can fight back against an oppressive government.

I don't concern myself with hypothetical questions about things that aren't going to happen. What if the sun came up in the west? What if plants stopped producing oxygen from carbon dioxide? What if every source of electricity in the world suddenly disappeared?
They make good science fiction plots. Yours might make for a good action/adventure or political fiction story, but THERE AIN'T NO SUCH ANIMAL.

If the US set up the 9/11 incident, then Bush would pretend to find out who did it. He would send out massive amounts of military to bomb and destroy the poor soul he picked to put the blame on. He would send billions of US dollars to seek and destroy someone who had nothing to do with it to save himself from being found out.
He may also even go as far as to use fake videos of the person he chose to put the blame on admitting to the actions.
But he would slip up. He wouldn't make the video completely full proof, and accidently have the accused person wearing a gold ring, or a Rolex, even though it is strictly against their religion to do so. Possibly even make the mistake of having the actor write with the wrong hand...
....but...Why would he do that?

Heads would roll. Geroge & cronies executed live on TV as traitors (if they killed all those people? hello?). Constitution would have to be amended to prevent military industrial complex, a government of favors, and/or all mentions of religion or religious problem solving (no born agains, psychics, or other talking to god fools allowed in office). Checks and balances would have to be reenforced. The presidency and all politicians would have to run on their merits only with no paid advertisement or fund raising.
