if the key is on without engine running the turn signals will work...also the 4 way flashers will work without key being on

No the turn signals wont work unless you turn the key to the on position or the car engine is on however the hazard lights should work if the car is off.

the engine does not have to be running, although the key has to be in the run position to turn on that circuit. Some things will operate on your car with the key in the off position ie headlights, 4 ways, brake lights. Others like the radio are set to operate in both run and acc positions.

No If you turn on the key but dont start the car the signals will or should work.
The engine does not have to be running

Yes, without a running engine there is no need to have a blinking turn signal. Where would you be turning anyway?
