Hi,

Just as my cell phone is about to ring, I notice a bussing sound on my car radio (if I am driving), or a speakerphone (during a meeting).. sometimes even on my radio alarm clock.

Why is this? Does this mean that these devices "know" of an impending call a fraction of a second before the cell phone??

It's common to hear that buzzing sound if you keep your cell phone too close to your stereo, computer speakers, or another phone. Nothing to do with the quality of your cell phone.

The cellphone will communicate with the cell, identifying itself and transmitting its readines to accept the call before it will ring
What you hear is radio interference generated by your cellphone

You will also hear a similar noise occasionally as your phone re-registers itself with a cell or connects to another nearby cell if transmission circumstances change.

Frequency bleed over from your cell as it sync's up and gets ready to ring to let you know you have a call. You'll notice the same thing happens if you send a call out (least I do when I do).

No, they don't "Know", but they get influenced by the magnetic field resulted from the high frequency signal of your cell phone when it receives/sends signals.
it's very normal, don't worry about it.

poor quality phone or lines error! it happens a lot - trust me!
