They are around the drain down in the basement. I have used bug killer etc nothing seems to work

You need to get rid of the source. You may have something around they like. Take some soapy water and put it down the drain and then cover the drain up for a while (if it won't cause a water problem - AC drain, washer drain, Floor drain?etc.) Or just buy a couple of toads.

Best thing I have found is those fly paper rolls. Hang one up and take a very very small slice of apple and stick it to it. They'll be gone in a few days.
