The velocity of light would be represented by a 1st rank tensor (which is usually represented by a vector). 1st rank tensors have 3 elements. A 2nd rank tensor has 9 elements, they are usually transformations (linear).

Any velocity is a vector. (components: speed and direction) Otherwise it would be called something else...
