No, you can't really go by eye contact! Not everyone looks people in the eye when they talk. Unless I know you, I won't look you in the eyes. Also, some people fidget regardless of lying or telling the truth.
If you know the person really well, you'll notice suttle things. Like playing with the hair or touching their face.. SOMETIMES in the eyes. Just watch the body language.
If you have never met the person before, chances are you won't pick up the little things that call them out for lying.

Those that are trained in detecting lies look to the eyes.
It isn't as simple as whether or not they are looking to the left or the right when thinking (see here for a complete explanation http://www.blifaloo.com/info/lies_eyes.php ). Other subtle hints are noticeable: pupils may dilate momentarily when a person is asked a lie, or a person may be avoiding eye contact or blinking excessively. A lot of it has to do with body movement and behavior.
However, all of these can be avoided with training, so there is no foolproof method.

Yes, it works with any body.
Next check the content of the what they are saying. Does it not make sense, that's a good indicator of liar on board.

When you ask a question, look into the eyes and if they look down or talk fast not making sense then you got them, that's' how i know if someones lying to me, and also if they kinda move around alot while talking to you, or even changing the subject,answering the question with attitude or fast..

It will be a common but true advice: look directly into his eyes, if he tries to look some place other than your eyes while talking, he is most probably lying, if not maybe he is a very good liar.

if thy break eye contact, make nervous gestures like picking at their clothes, shifting positions constantly or doing that nervous laugh thing. also if they look up, even if it's just a flick of the eye.

when they dont look str8 into ur eyes
when they smile
u can judge by their personality too...like are they always truthful or w/e
when they play with their hands or something
when they start to change colors on their face
when they start to get nervous and sweat
i dno anymore....google it =)

I guess they don't look at you that much, talk in a high voice, take a while to talk and try to stay away from you.
