How do you make the man in Pacifilog Town see the Mirage Island, and how do I get there?

Every day, Mirage Island is assigned an ID number. If a PoKeMoN's ID number in your party matches a digit in the island's number, he sees it. The best way is to have a lot of PoKeMoN with diverse ID numbers (you can check their numbers by looking at their summaries). Once he sees Mirage Island, surf east (stay near the north). I'm not sure what route it's on precisely, but it's nearby (or else he couldn't see it, now could he?). Once there, be sure to pick up the rare berry there and capture a few of the PoKeMoN there. There's only one species there, but I'm not sure of their name. It's the pre-evolved form of Wobbufet. Hope I helped.

You just have to wait, and by luck, Mirage Island will appear.
Honestly, though, I have no idea how to "make" the man see the island.

by the way i've beat the elite 4 and champion 33 times on emerald and got the 8 badges on sapphire but just training my pokemon to higher levels

the guy above me has given you the best answer possible, i just want to extend a little on it.
the berry that's supposedly there is a kelpsey berry. the pokemon, wynaut, is the pre-evolved form of second generation monster "wobbuffet".
you can create your own wobbuffet by mating two, while one (the female, i think, unless it doesn't matter) is holding the "lax incense" item
