I would think that it depends on a few things, primarily - what is the "age of consent" in the state in which this is occurring. Secondarily it would depend on whether or or not the "21 year old man" violates the "Mann Act" (which Wikipedia says "banned the interstate transport of females for 'immoral purposes'") and transports the 17 year old girl across state lines - into a state that has the age of consent at 18 or not...
I think a "child endangerment" would difficult to press if the 17 year old young lady (which she is) has known the 21 year old man-cub for many many years... (i.e. if they are old high school friends, and the man is "out of state" because he's away at college?)
I think it would also depend on whether or not there was anything "immoral" going on; unless you're in the room with them, there is only your assumption that something is going on.

Depends on what state. Some states consider 16 an adult. Other states don't make a fuss as long as there is no more than 5 years in age difference. Legal or not, a better question would be, are these parents providing a proper upbringing with moral and ethical guidance.

In New York State this would not be illegal. The age of consent in NY is 17. Even if she is younger (and we are assuming she is sleeping with him), the parents would only be endangering her welfare if she were to tell them that she was sleeping with him but that she did not want to, and subsequently they were unable/unwilling to protect her. In many states, teenagers of 17 can be slept with legally, and can even move out on their own. I'm sure the parents have talked with their daughter appropriately and wouldn't let someone over if they didn't feel like it was alright.

OK how could it be Child Endangerment and not be illegal, in responce to the one who said no to the first question and yes to the second. They are doing nothing illegal. Why is it YOUR buisness though?

It sounds more like you need to mind your own business! You've given very few details and, at this point, I don't pick up on anything that's endangement.. If the 17-year-old's parents are in the house and paying attention, I doubt anyone is being endangered.

NO not if they are present. In most states 17 is leagal age when it comes to Dating. However if for some reason the guy does something wrong that the parents dont like they can have him arrested for statutory rape.

your very vague so its difficult to answer, but by allowing a 21 year old man visit a 17 year old girl they are not breaking any laws i know of

there is no legal dating age. there are statutory rape laws, but those apply only to sex. this question is way too vague. my uncles all live in oregon, but they come to visit my little sister in minnesota all the time.
