It seems strange that somebody would ornately decorate a dunce cap in order to celebrate someone's birthday.

seems perfect for me. anyone that would allow someone to throw them a party and look like a jackass deserves to wear a dunce cap!

Maybe so, but when I saw one in a local store I just had to buy it. It's just so funny-looking that I couldn't resist! Sometimes we forget to use it, but everytime I walk past the closet and see it it makes me laugh.
