I used to get fussed at by psychology professors for using the word instinct, but I'll use it here. A small child's instinct is to feed him/her self, consequently everything they run across, small enough to be picked up, goes right in the mouth. Alarmingly, that includes everything from straight pins to dead insects.

As for the vacuum, it's just plane noisy and scary.

The noise a vacuum is scary and it is so loud.. putting things in the mouth is not dangerous to them at all ...
