Normally it is just the degrees that they are able to offer. Colleges normally offer Associate and Bachelor degrees only while Universities also offer graduate degrees (Masters, PHD, Specialist, etc).
The name "college" vs "university" doesn't necessarily relate to quality of education it is more about the level that one can attain as a student.

That sounds like the difference between our Community Colleges and Colleges/Universities here.
CC's are 2 year degrees. Colleges/Universities are 4 years. Most of the time beyond-4-year degrees are Universities, although some colleges do provide them as well.

Both of them tend to offer various types of degrees like AA (2 years), BS or BA (4 years), MS or MA (6 years), PhD (8 years). The term college is most often associated with a liberal arts school. Liberal arts schools tend to have a smaller range of class offerings, don't offer a lot of applied or research opportunities, and mostly offer 2 and 4 year degrees. Universities tend to offer a broad range of topics, have lots of applied and research opportunities, and usually offer the full range of degrees. Universities also tend to be larger than colleges.
When deciding where to go to school in the US, don't concern yourself with the title of college or university. You want to pick the school that best fits your needs. Look at the fields of study, the average class size, and the ranking. Keep in mind, that you will be spending several years there and you will probably change your major. Picking a school that fits your personality and has several fields you're interested in will reduce the probability that you will want to transfer. Transferring schools is a very frustrating process that should be avoided!

A college is a specific discipline, i.e., the College of Education, the College of Liberal Arts, the College of Business. A university is made up of several colleges.

The main difference between colleges and universities is who the cater to. Colleges in the US are only for undergradutes, meaning you get more hands on attention and less classes are taught by teaching assistants. Universities have much better facilities and are usually bigger, but there are graduate as well as undergraduate students, so it makes a difference as to how much attention you get.
