With the available options and information, "Never Passes" is the only one that can be correct, [ Seems to me that you have typed the question right and that you are looking for distance]

I think you just need to eyeball the intersection. It looks like the yellow car passes the red one at 7.5 s (not cm; did you typo "distance" for "time"?), when they've both traveled to 18 cm past the origin.
