I need to open a Text File and choose Row Delimiter - What software or format can do this?

I try to Open a Product Text file I need to open it in with the folowing specs.

1) Delimited
2) File Type: ANSI
3) Row delimiter: Vertical Bar
4) Column delimiter: Comma
5) Text gualifier: Double quote
6) Rirst Row has column name

I can open it with access and excell but it will not let me choose the "3) Row delimiter: Vertical Bar"

Can anyone tell me how and where i can do so.

It sounds like you would use Excel to open this. You would open Excel (or some spreadsheet software), and go to Tools/Import and find your *.txt file and you can select all of the options you have above. Things will come right into excel.
