If you want new, go to Dell.... They're the largest in the world - so they have really good prices and have many options and they are configured with the software you pick - so they don't come loaded with junk. Don't listen to the media - computers are computers (for the most part). The important thing is to get quality parts. Get a good processor and enough memory and a good monitor - and you'll be fine.

I would recommend an HP/Compaq with an AMD Sempron processor. You can customize one on the hp.com website. All the cheap Dells come with crappy Intel Celeron Processors.
Don't get anything with a Celeron. Those are complete garbage.
E-Machines and Gateways have more problems than any other major brand. I'd avoid those like the plague no matter how cheap they are.
Smaller companies like Acer or Systemax may make decent budget machines but I don't know how good their tech support is.

remember you get what u pay for. Dells are bottom of the barrel.
I work in a custom build shop and we have very affodable pc's.
Now not every town has a custom shop so I would have to say research the parts list and see who has good parts. I rarely look at prebuilt pc's any more except to check them in to get them fixed at our shop.
My guess would be Compaq or Gateway but don't let them talk u into to extras u don 't need.

gateways are down to 300 (after rebates) and dells are close behind. You want CHEAP cheap, then buy used from ebay or try tigerdirect.com or newegg.com for their off brand computers.

Emachines would get my vote, they're not the absolute cheapest- but they come with good components and have better support than Dell anymore.

You just have to look, compare, and, do more looking.
It's as simple as that.
