Chili pepper burns
Chili pepper burns are caused by an irritating substance found in the skin of the pepper. This burn can feel like a sunburn, a throbbing and prickling feeling, or a very intense, hot pain.
The best treatment is to wash the area with soap and water and then put a large amount of vegetable oil on the area for at least an hour. If the burn sensation is on your hands, dip your hands in vegetable oil for the hour.

The condition is known as Human Hand, No kidding, Looked it all up when my friend was in excruciating pain from cutting peppers. The oil from the pepper is causing the sensation and only time will heal. It takes from 6 to 12 hours to "go away." In the meantime, soak your hands in very cold milk or icy cottage cheese. Do not use oil. More oil just encourages the oil that is already there to keep on burning.

I like timetraveler's answer. Use olive oil.
After removing all trace of the pepper oil with soap & water, I would wash the area with apple cider vinegar to restore natural PH & relieve pain. Pat dry then apply a thin coating of honey.
Honey also relieves the pain of too much hot pepper in the mouth.

I agree with Janet S but I would coat that baby in olive oil BEFORE using soap and water. Oil dilutes oil and will lift it from the skin. I say this from personal experience - unfortunately more than one time. After you get it all off, try some aloe gel.
