There are many photo editing programs (like Photoshop) or even freeware ones or ones that came with your digital camera or scanner that will help you do this. They give you tools like erasers, etc and then save the picture AS.

If you mean how do you crop out something you don't want then there are several programs. Adobe photo shop is good but it is very expensive, but I think most of them are anyway. I have MS picture It, Picture Fun on my computer and it works pretty good. :)
