This question need re framing the the observation is wrong, but I will answer it any way.
Modern toilet has to components.
1, Toilet ball.
2. Flush tank.
At the end of the toilet ball there is a "P" trap. They are call trap for they trap water in them.
This trap is the one that keep the water level same in the ball.
The trap are suppose to be there to prevent sewer gasses from getting in the house/apartment. They (gasses) can cause explosion or they are poisonous, they have bad oder and can kill the people.
In case of toilet it keep the crap from sticking to the surface to some extent and the crap floats to some extent that makes easier for it to wash off.
I suggest you go to plumbing supply company and ask some one to show some product or the pictures.
In some countries a hardware store may be able to show some cut outs.

The toilet seat is connected to the sanitary pipes by means of a water seal trap ( P-trap or S- trap). It is made in U - shape at the bottom and thus water in both the arms of the U remains intact while not in use. The other end of the U towards the sanitary pipe is a bit inclined towards bottom (downward) in such a way that the moment water level increases it spills into the sanitary pipe. The height of the water inside the U is called as water seal or height of water seal. The seal is a protection for the foul gases coming from the sanitary pipes. It is also a protective cover for the insects coming through the sanitary pipes into the toilet.

there is a air trap behind the water .it is in the bend. it is used to act as a buffer between the drainage and the toilet so as to stop any thing moving inbetween them unless a user has chosen to.
