well the person above me is right =( i have a chart in my meteorology book too! rawr, anyways il be glad to tell you the coldest place since the charts are open right in front of me
the coldest day ever was in Vostok, Antarctica (of course =p) on july 21st, 1983.
the temperature was -129 degrees F
- 89 degrees C

nice question.the hottest record was 3.6 billion temprature but i nearly 30-40 years back.
