Is there a decent Med School in US for foreign students that doesnn't cost an arm and a leg?

Most of the Med Schools accept application from residents citizens. There are top notch schools that takes lifelong repayment of loans. Are there any reasonable Med Schools for International students who did their pre-med in US?

No there is not. Even for US citizens at schools in their home states, medical school will cost and arm and probably both legs. Expect to be six-figures in debt.

Your best bet is to either do something crazy to get a green card or citizenship. Or suck it up and pay.
