The less popular places are less expensive. Depending on your preferences, these places can be far better compared to the very popular places like Mykonos and Santorini.
The south of Crete is relatively cheaper, compared to the north coast. A double room in September and October will be about 30-40 Euro per night. Air-conditioning is usually charged extra and it will cost you between 5 and 8 euro per day.
Other islands that you may consider are: Chios, Lesvos, Sifnos, Milos, Naxos,... You will probably find even cheaper prices there.
Actually, there are so many beautiful Greek islands that fit what you want, that it makes it difficult to give a recommendation. I suppose that an important factor is whether there are direct flights from your country to the island you want to go. It will make the flight easier, faster and less expensive.

Stayed at this place right on the beach. 20 or 30 paces to the
nearest tavern. Inexpensive condos, great but inexpensive food,
lots of beaches and lots of nightlife. This particular place has ac.
Costs about $100. for a round trip ticket on a ferry from the
mainland. Hotels there range around 35 bucks a night. Been
there 3 times and will be going back shortly.

it depends on your age.
if you are 20-35 then you should try ios which is cheap and full of awesome beaches, or antiparos if you want something quiet
if you are older lefkada would be great.
avoid mykonos,rodhes,paros,kefalonia
almost every greek hotel has ac in the rooms
but if you want a pool the price gets bigger
have a nice time

As for the best island I would say Samos, there's plenty of nice beaches to relax on.

Santorini is overrated, and overpriced. Mykonos is good. Bodrum was also good. Athens by the way is a pit.

Santorini is kind of expensive but nice. Also, Crete is very nice but not as expensive. I would strongly recommend both.
