a lot of times windows xp has a pre-installed pop up blocker in internet explorer. If there is a yellow bar that pops up accross the top of the browser, you should double click it and select "always allow pop-ups for this site".

Do you have another Pop-Up Blocker that might still be on?
If the one on the Yahoo! Toolbar is off, check Internet Explorer's toolbar.
