If you're talking about air pollution, the American Lung Association rates the following as the five most polluted counties with the number of days the air was in the unhealthy range in 2001-2003):

Riverside, CA (81 days)
Fresno, CA (51.5 days)
Kern, CA (50 days)
Los Angeles, CA (49.5 days)
Allegheny, PA (42.8 days)

Here's the rest of the chart:

They don't break their statistics down by state, since some regions within a state are relatively clean while others can be incredibly not. However, New York has no cities measured with good ratings, and California has 10 of the top 25 worst cities, so those two are among the top five, certainly. Rounding it out are probably Indiana, Ohio, and Pennsylvania, judging from the statistics they provide.

Hope that helps!

The most polluted state is California in terms of air quality not because of smoke stacks, but partially due to its agriculture.
The next few would be Pennsylvania, Texas, Michigan and Ohio.

Worst counties are
Los Angeles, Ca
San Joaquin, Ca
Bakersfield, Ca
Yes, all in the beautiful state of Ca.

And.... by the way Archer, San Joaquin is a red county
